The Ministry of Culture: Online Music Search Can Not Provide Pirated Music

On September 3, the Ministry of Culture issued the Notification from the Ministry of Culture on Strengthening and Improving the Review of Online Music Content. On interpreting the Notification, Tuo Zuhai, Deputy Director of the Ministry of Culture, said that the music search results on the Internet should be examined by the Ministry of Culture and provided assistance by legal organizations. Illegal products are forbidden.

Source with the Ministry of Culture said that, at present, the content of online music varies greatly. A large amount of imported music is not examined; infringement, piracy and illegal links are flooded; and market behaviors and business transactions lack supervision. The promulgation of the Notification is to further standardize of the online music market and strengthen the IPR protection of online music.

According to the Notification, all online music operating activities, including the production, release, publicity, and importation of online music, also the provision of music products, such as MP3 links, should be operated by operational cultural organizations founded under the authorization of the Ministry of Culture.

Some website like Baidu.com and Sogou.com providing online music search are also under supervision, Tuo said.

Online music is a digital music product transmitted through the Internet, mobile communication network and fixed communication network, covering not only the digital transfer, which is generally used for songs and other compositions, but also MV and Flash, which are used to express music content.
